By day, Zila's Stillwater Minutes cool the fever of the streets while Vale writes language the river itself may be willing to defend.

Then the Counter-Chorus rises from beneath the harbor offering forged amnesties, relief without reckoning, and pardon stripped of truth. The ancient tide refuses the counterfeit, and the Tide Hearing becomes inevitable. Ketz, Zila, Vale, and Harl must enter a corridor of living sea and light where water weighs testimony and compassion can be weaponized as easily as law. In this culminating gate, mercy is neither weakness nor escape; it is a jurisdiction strong enough to remember every name and demand that every promise float on honesty.
